Bush Announces Five-Step Plan for Iraqi Sovereignty

U.S. will hand over authority by June 30, help establish security, continue rebuilding Iraq's infrastructure, encourage more global support, and move toward national elections with the first held no later than January 2005. We're still deeply skeptical about democracy in such an incompatible national culture, but we'll see if it happens.
