Ah, our "allies." France and Russia question how much power the U.S. will transfer to an interim Iraqi government on June 30. France wants the interim government to have veto right on military operations by the U.S.-led multinational force (which folks don't have with France's regular military incursions into Africa). Russia suggested members of the new government should be chosen before the U.N. Security Council endorses the handover. U.N. head Kofi Annan said U.N. officials want to name a government by the end of May, but that's probably unrealistic.
