The Iraqi Governing Council has tapped one of its members to be prime minister in the interim government that will take over on June 30. Iyad Allawi, a Shi'ite Muslim, doctor and founder of the former exile group Iraqi National Accord, will be the first Iraqi other than Saddam Hussein to lead Iraq in more than three decades.
