Target Market News says that a new glossy quarterly magazine, Uptown, will emphasize culture, the arts, nightlife, and black society in Harlem. Uptown will distribute 100,000 complimentary copies throughout New York City's black neighborhoods. Harlem is on the upswing again thanks in part to an influx of young black professionals.
