Efficiency criterion dictates that resources be allotted to those who can best use the resources as opposed to those who best need it. Mr. Williams applies the triage principle to education of black youth, arguing that limited resources should be prioritized for those who want to learn. In what's sure to be controversial to educators, he argues that kids who disrupt classrooms should be removed and not make education impossible for those who do have a chance for academic achievement. School vouchers sure would help.
