stable regimes. This doesn’t mean simply pouring money into the coffers
of their leaders without any conditions. We have tried this, and it
doesn’t seem to work. After all, we gave Saddam Hussein millions in the
1980s when he fought Iran. Earlier, the Americans gave Pakistan the
equivalent of billions of dollars in the 1950s. Pakistan’s military
rulers simply used the money to buy weapons and launch a war against
India in 1965. It does mean encouraging regimes which are stable
and disincentivising those which cannot keep order. In the West we have
to learn to reward good behaviour and punish those regimes which cannot
keep internal stability."
MP Kwarteng continues his commentary: "The obvious long-term solution to the
dilemma of dealing with difficult oil- rich nations is to lessen our
dependence on oil. Ever since OPEC held the world to ransom in the early
1970s, energy self-sufficiency has been a goal of the United States.
With the development of fracking technology, this Holy Grail may well be
obtained. We in Britain should pursue fracking for shale gas
exploration, regardless of what our European friends may think. The West
should also consider radical options, like drilling in the Arctic. A
world in which we are dependent on the stability of Middle Eastern
regimes for oil is too volatile for comfort."
